Click on the "LAYERS" panel on the left

Double click on the section and re-name it with a unique name

Click on the element you are adding the anchor to

Select "Add link" from the element contextual panel

Click "Link to Anchor"

Select the anchor name from the available options including the one you re-named in the layers panel.

Once you've made your selection, click "Add Link"
